Official proposals that read more like abandoned spy thrillers than policy documents
Government institutions produce an endless stream of reports, proposals, and internal memos. Most are routine, technical, and quickly forgotten. But scattered among them are ideas so unusual, they feel like fragments from an alternate timeline—concepts that were discussed seriously enough to be documented, yet ultimately never left the planning stage.
American archives, in particular, contain a surprising number of such projects. These are initiatives that advanced far enough to reach analysis, feasibility studies, or internal briefings before quietly fading into obscurity.
One of the most striking examples comes from the Cold War era, when U.S. Air Force researchers explored the idea of detonating a nuclear device on the Moon under a project known as Project A119. The aim was not practical application, but visual impact: a visible explosion that could be seen from Earth. The concept was studied, modeled, and documented before it was eventually abandoned.
It is precisely this contrast—between meticulous planning and total non-implementation—that makes these proposals so striking in hindsight. They reveal how seriously unconventional ideas can be entertained within official systems, even when they never come close to reality.
